PayPal Stablecoin Platform Lets Companies Launch Their Own Tokens

PayPal is giving companies a new way to enter the stablecoin business without building the machinery from scratch. Its PayPal stablecoin initiative is expanding with PYUSDx, a platform that lets businesses create custom stablecoins backed by PayPal USD, or PYUSD.

The platform was developed with stablecoin infrastructure firm M0 and crypto payments company MoonPay. PayPal first previewed the idea in February, but PYUSDx is now moving from concept to live product.

That launch arrives with three crypto-native companies already using the platform: Saturn, Concrete and Cap. Together, they have processed more than $100 million in volume through the system, according to the companies.

The PayPal stablecoin strategy is getting more modular

Rather than asking every financial company to develop its own stablecoin stack, PYUSDx offers the infrastructure as a service.

M0 supplies its stablecoin and token technology, while MoonPay handles issuance and distribution through MoonPay Digital Assets Ltd. The combination effectively puts a layer between financial companies and the technical complexity of creating onchain money.

That positioning matters as traditional finance continues moving assets and payments onto blockchains. The stablecoin market is no longer defined only by its two biggest names, Tether and Circle.

Payments companies are increasingly looking for their own foothold, with Stripe among the firms taking an especially aggressive approach to blockchain-based financial infrastructure.

PayPal has a different advantage: scale. Its reach through Venmo gives PYUSD a built-in distribution channel that many newer stablecoin projects simply do not have.

Luca Prosperi, CEO of M0, said PayPal is in a distinctive position to bring the technology to a broader audience because of that reach.

But scale also creates a problem. As more banks and financial companies issue their own digital currencies, users and developers could end up facing a fragmented collection of incompatible systems.

“As more financial institutions are getting involved, this creates fragmentation,” Prosperi said in an interview. “Plus, most of these financial institutions don’t really know how to engage with developers, so we abstract away the complexity and the risk and create a layer in the middle that facilitates integrations with all these new projects.”

That is where PayPal stablecoin ambitions begin to look less like a single-token strategy and more like an infrastructure play.

The company has been pushing PYUSD since its launch, and the new platform extends that effort beyond simply making another dollar-pegged token available. Instead, PayPal is offering the underlying rails to companies that want branded stablecoins of their own.

Additional firms launching stablecoins through PYUSDx include USD.AI and Fairblock, according to the announcement.

The move also reflects a broader shift in how financial infrastructure is being packaged. Instead of every company building its own blockchain stack, custody system and token issuance process, specialized providers are increasingly stitching those pieces together behind the scenes.

M0 already works with Stripe-owned Bridge and regulated custody provider Anchorage, giving it experience across several parts of the emerging stablecoin infrastructure market.

For PayPal, the bet is that PYUSD can become more than a corporate stablecoin. By opening the technology to other companies, PayPal stablecoin infrastructure could become part of the machinery powering a much wider range of onchain financial products.
