Digital Ruble Opens 87,000 Accounts as Russia Pushes Its CBDC Into the Mainstream

Russia’s digital ruble has been available nationwide for just ten days, and already 87,000 people have opened accounts. More than 50,000 transactions have also been recorded, according to Elvira Nabiullina, governor of the Bank of Russia.

That works out to roughly 8,700 new accounts a day. But the more interesting question is what happens after the novelty wears off.

Nabiullina has acknowledged that some users are opening accounts simply to test the new system. So while the early numbers suggest strong curiosity, they do not yet prove that Russians are making the digital currency part of their everyday financial routines.

The Bank of Russia says some institutions initially ran into problems when opening accounts or processing transactions. Those issues were resolved quickly, and the regulator says there was no significant wave of complaints.

Now, officials are turning to a less glamorous but crucial detail: friction. The central bank is working to reduce the number of clicks needed to open an account and complete a payment.

The digital ruble is not a Russian version of Bitcoin

The digital ruble may look like it belongs in the same conversation as crypto, but its architecture tells a very different story.

The account exists on the Bank of Russia’s platform and can be accessed through the app of a connected bank. Individuals are limited to one digital ruble account, and they can transfer up to 300,000 rubles per month from their regular bank accounts into it.

That distinction matters. Bitcoin operates on a decentralized network, while the digital ruble is issued directly by the Russian central bank. It remains a central-bank liability, just in a digital form.

There is also no exchange-rate drama between forms of the national currency. One cash ruble, one bank ruble and one digital ruble are still worth exactly one ruble.

In other words, the digital ruble is a CBDC, or central bank digital currency, rather than a cryptocurrency.

The rollout is also voluntary for individuals. Russians are not automatically assigned a digital ruble account, and people who do not want one are not required to use it.

For banks and major merchants, however, the timetable is considerably less optional.

Since September 1, Russia’s largest banks have been required to support digital ruble accounts, transfers and payments for customers. Large businesses are also required to accept the currency, beginning with companies generating more than 120 million rubles in annual revenue.

Banks holding a universal license are scheduled to join in September 2027, while the rest of the system is expected to be integrated gradually through 2028.

That gives the digital ruble a much broader launch infrastructure than the pilot program that began in 2023.

The digital ruble is only half of Moscow’s crypto strategy

Russia’s approach becomes more complicated once cryptocurrencies enter the picture.

In August, President Vladimir Putin signed a new law governing crypto transactions. Bitcoin and other digital assets can be bought and exchanged within the framework established by Russian authorities, but they are not recognized as the country’s national currency.

At the same time, Moscow is moving toward broader integration of major digital assets under its regulated system. Bitcoin, Ether and USDT are among the cryptocurrencies the country plans to incorporate more extensively.

Sberbank, one of Russia’s largest financial institutions, has even proposed using those three assets as collateral for certain loans.

The contrast is striking. The digital ruble gives the Bank of Russia direct control over a new form of the national currency, while cryptocurrencies are being brought into a more permissive but closely supervised framework.

For the moment, the 87,000-account figure says more about interest than habit. Fifty thousand transactions in ten days show that the system is already being used, but not whether people will keep using it once the novelty fades.

That may be the metric worth watching next. The real test for the digital ruble is no longer whether Russians are willing to open an account. It is whether they find a reason to return to it every week.
