The Digital Asset Market Clarity Act (H.R. 3633) is gaining tremendous momentum in the U.S. Senate, according to Coinbase Vice Chair Ryan VanGrack. He stated the landmark crypto legislation is now “on the one-yard line,” signaling a critical juncture for federal oversight.

VanGrack’s remarks came during a CNBC “Squawk Box” appearance on July 20, 2026. This push for the Clarity Act momentum aims to bring long-awaited federal rules, stronger consumer protections, and clear regulatory lines to the digital asset industry.

Legislative Path and Senate Vote Dynamics

The journey for the Digital Asset Market Clarity Act to the Senate floor has been a complex one. The House of Representatives passed its version of H.R. 3633 by a vote of 294–134 on July 17, 2025, with 78 Democrats joining Republicans in support.

Attention then shifted to the Senate, where the bill has faced closer scrutiny. The Senate Banking Committee advanced an amended version of the measure by a 15–9 vote on May 14, 2026. Two Democrats, Senator Ruben Gallego of Arizona and Senator Angela Alsobrooks of Maryland, notably crossed party lines to support it.

To pass the full Senate, the bill still needs 60 votes, meaning proponents must secure at least seven additional Democratic senators. Estimates place the odds of the bill becoming law this year at roughly 50-50, highlighting the challenges ahead.

With the August 2026 recess approaching, House members have urged the Senate to act quickly. The next practical deadline for senators to leave Washington is August 7, 2026, setting a narrow window for resolution.

Coinbase’s Evolving Regulatory Stance

VanGrack, a former official with the U.S. Securities and Exchange Commission (SEC), highlighted the bill’s goal of establishing a comprehensive federal framework for digital assets. The Clarity Act seeks to clarify jurisdictional lines between the SEC and the Commodity Futures Trading Commission (CFTC).

Coinbase’s Chief Policy Officer, Faryar Shirzad, echoed this sentiment in a Fox Business interview on July 15, 2026. Shirzad described the Clarity Act as “a dramatic advance in consumer protection and market integrity.” He also noted the significant industry movement to bring financial assets on-chain, emphasizing the need for regulatory certainty.

The company initially opposed the bill in January 2026 due to concerns over provisions banning yields on stablecoin holdings. However, Coinbase reversed its stance after banking compromises reshaped the legislation. Democratic negotiators continue to seek stronger ethics frameworks, enhanced consumer protections, and more stringent DeFi regulations.

Coinbase CEO Brian Armstrong called the latest version of the bill a “true compromise.” He acknowledged that banks received many of their requests during negotiations. Armstrong stated, “We met the asks of the bank lobby and the Senate,” confirming that rewards on stablecoins would now apply only when there was “some sort of material activity on the account.”

Internal shifts are also underway at Coinbase, with Paul Grewal stepping down as Chief Legal Officer on July 31, 2026, to transition to an advisory role. Molly Abraham, a legal vice president, will become General Counsel, and VanGrack will assume an expanded role as Vice Chair.

Traditional Finance and Regulatory Outlook

The Clarity Act aims to establish clear jurisdictional lines between the SEC and CFTC over digital assets. This framework seeks to replace an “enforcement-first approach” with a defined regulatory structure and also addresses stablecoin regulations.

JPMorgan Chase CEO Jamie Dimon has historically been a vocal critic of cryptocurrencies. Despite this, JPMorgan has developed its own JPM Coin for institutional clients and engaged in partnerships with crypto firms, demonstrating a complex relationship with the digital asset space.

The bill’s progress results from months of negotiations, including compromises made with banking industry representatives. The legislative effort represents an ongoing attempt to integrate digital assets more formally into the broader financial system.

However, the bill faces unresolved political negotiations, including ethics disputes related to public officials’ financial interests in crypto. Discussions also continue around stablecoin provisions, as lawmakers work to finalize the framework.
