BeInCrypto to Launch Crypto Regulatory Council at United Nations Summit

BeInCrypto is launching its new Legal & Regulatory Expert Council at the United Nations Headquarters in New York. The debut will take place on October 2, 2026, as part of a major international summit hosted by the Government Blockchain Association (GBA) focused on the future of finance and law.

The initiative aims to bring senior legal and compliance professionals together to interpret, rather than lobby for, the complex web of digital asset regulations emerging globally. It marks a significant step in the industry’s effort to engage directly with policymakers and international standard-setting bodies in established, formal settings.

Crypto Regulatory Council interprets digital asset rules

The BeInCrypto Legal & Regulatory Expert Council is an invite-led group designed for senior practitioners, including regulatory counsel, compliance leads, and legal architects. Its stated purpose is to help industry leaders navigate evolving rules surrounding digital assets, a task that has become increasingly critical as governments worldwide formalize their approaches to the sector.

Instead of focusing on lobbying efforts, the council will prioritize interpretation and compliance strategy. Membership is curated, free, and open only to credible leaders with a demonstrated track record, including operators, founders, researchers, and policy experts.

The move signals a shift towards proactive compliance as the industry matures and major players within crypto pursue deeper integration with traditional finance. Understanding these evolving dynamics, including how new blockchain capabilities are shaping the financial landscape, remains critical.

Discussions will tackle some of the most pressing challenges facing crypto businesses operating across borders. Key focus areas include deciphering international crypto tax frameworks like CARF and DAC8, and advising on the best jurisdictions for crypto businesses by comparing tax incentives and regulatory clarity in hubs like the UAE, Switzerland, and Singapore.

The council will also address the complexities of institutional adoption under regimes like Europe’s MiCA.

Further topics include the legal grey zones around new technologies like prediction markets, compliance obligations for surveillance and financial data privacy under laws such as the Bank Secrecy Act, and managing cross-border exposure to anti-money laundering (AML) and sanctions enforcement. This focus on practical application is vital for sustainable growth.

High-stakes venue: The GBA summit and United Nations stage

The council’s launch is strategically timed to coincide with the GBA’s flagship summit, “The Future of Money, Governance, and the Law 2026.” The multi-day event, running from September 29 to October 2, spans Washington, D.C., and New York, bringing crypto leaders into direct contact with high-level government officials and policymakers.

The summit agenda begins on Capitol Hill and the National Press Club in Washington before culminating in the New York event at the United Nations. The New York portion is co-hosted by the GBA, the United Nations Joint Staff Pension Fund (UNJSPF), and the Dynamic Coalition on Blockchain Assurance & Standardization, a body recognized by the UN Internet Governance Forum.

The caliber of participants underscores the event’s significance. Confirmed speakers include Cardano founder Charles Hoskinson and senior executives from the World Bank, the U.S. Securities and Exchange Commission (SEC), and the U.S. Treasury. The involvement of such institutions highlights the growing engagement of traditional financial entities with blockchain and digital assets, a central theme of the summit.

Government participation is extensive, with representatives from the central banks of Italy and the U.S., along with officials from Australia, Brazil, Germany, Kenya, Saudi Arabia, Switzerland, and the United Kingdom. U.S.

participation includes congressional offices and numerous federal departments, including Justice, Treasury, NASA, and the IRS, highlighting the broad governmental interest in blockchain technology and its broader implications for financial markets and even protocol governance decisions.

Navigating a complex global regulatory landscape

The creation of a council dedicated to interpreting rules comes at a pivotal moment. The global regulatory landscape for digital assets remains a fragmented patchwork of national laws and regional frameworks. This creates significant operational and compliance hurdles for companies in the space.

In Europe, the Markets in Crypto-Assets (MiCA) regulation has provided a comprehensive framework, but its implementation presents its own challenges. Meanwhile, the United States continues to grapple with creating federal-level clarity, leaving many firms to navigate a complex mix of state laws and guidance from various federal agencies. The council aims to address this ambiguity directly.

By fostering a dialogue among experts, the group can help establish best practices for operating in a multi-jurisdictional environment. This proactive approach to understanding and applying regulations is vital for the sustainable development of the crypto industry as it interacts with established financial systems.

BeInCrypto’s Global Head of News, Brian McGleenon, is set to moderate a panel on the state of global crypto regulation during the summit, where members of the new council will make their public debut.

The New York event at the UN is free and open to the public, though seating is limited, offering a rare opportunity for direct engagement between the crypto community and global policymakers.
